The despatch at 5 dated 1st August reached me on this file only yesterday. I found that there were minutes on it on file 22355 C.R. the last of which is dated 17th September and I have accordingly transferred the minute sheet to this file.

I too think we should approve the Governor's recommendation that some financial concession should be made to those married officers who through the evacuation order had to maintain two establishments between the evacuation and internment. But before we can do so it wou be necessary to get Treasury concurrence. This might involve giving some estimate of the total cost of the concession, though it would be very difficult I imagine for the Governor to do so.

3. I am not sure, however, whether we can merely leave it to the Hong Kong Government to implement ▲ for another reason. There must be men who were interned, and to whom the concession would apply, who have since retired and it might be difficult for the Hong Kong Government to circularize them.

No action appears to have been taken on the direction at X in Mr. Lloyd's minute of 29th March. Mr. Bourdillon should see and perhaps will kindly say whether any evacuation order for women was issued

in Malaya similar to that in Hong Kong. If one was he may wish to send copies of (1) (2) (4) and (5) to the Governors of the Malayan Union and Singapore under cover of a despatch asking for an early indication of whether approval of the Hong Kong proposal is likely to give rise to similar applications in Malaya.

6. Mr. Palmer should see and will perhaps advise with reference to para 2.
